Part of creating a shuttle will involve charging a fee to park. That will create revenue to pay for the transit. Right now, parking is free in the area.
"We have to have a source of ongoing funding," said Nancy Hornor, chief of planning for the GGNRA. "We are not sure what form it will take yet."
The plan also outlines "car free days" in which autos will be banned from the Headlands for a day, as well as the expansion of turnouts that overlook the Golden Gate Bridge, a new coastal trail along Conzelman Road and a new bikeway to Fort Baker.
